DESKTOP.INI is a System file which is responsible for customizing the view of the parent folder under which it is placed. The visibility property of this file is set to false by default , hence we are not able to view it most of the time. This file can be used for changing many appearance attributes of the folder such as back ground image, icon etc.

I have found that there are many users who are very frustrated for this file being visible in their systems.
